Block Environmental Services (BES) Bioassay Division has consistently emphasized quality and diversity in its aquatic and terrestrial toxicity testing services and dedicates its efforts to maintaining a standard of excellence and professionalism. In keeping with these standards, BES maintains rigorous quality assurance/quality control (QA/QC) procedures, and is certified by the California Department of Health Services. In addition, BES participates in the EPA National Pollution Discharge Elimination System (NPDES) quality assurance program. The laboratory was established in 1984 in order to meet our clients needs with legally defensible data.
BES has prepared and implemented ecological sampling plans for Superfund sites, has conducted Toxicity Identification Evaluations (TIEs) for NPDES permitting, performed all soil and sediment bioassay testing for an ecological risk assessment at a military base, and is conducting the biotoxicity program for the controversial San Luis Drain Project in California.

In keeping with our dedication to maintaining a high standard of excellence and professionalism, we are strongly committed to a strict Quality Assurance (QA) program, ensuring that our clients receive both accurate and credible analysis. Our highly trained professional staff utilize approved testing methodologies through the use of Standard Operating Procedures (SOPs) to perform each test. The SOPs include many Quality Control provisions for testing, including reference toxicant tests with known standards on bioassay test organisms, calibration of laboratory instruments using appropriate check standards for analytical procedures, records of routine equipment maintenance and repairs, as well as audits of laboratory logs, data, and reports. BES maintains a complete set of updated SOPs available for client review. A set of reference toxicant control charts are available for most of the bioassays conducted by the BES laboratory for a period of one year. The data control charts cover from 12 to 24 points each with control limits.
BES has participated in the yearly United States Environmental Protection Agency (USEPA) DMR-QA Laboratory Performance Evaluations (USEPA Labcode #94523-00) since 1988. Specifically these tests have included the three species chronic testing protocol for freshwater and marine species as well as acute tests for a variety of species for which reference samples were made available. Recently, BES was selected to participate in the EPA sponsored interlaboratory chronic testing for algae and several marine fish species. BES is certified by the California Department of Health Services Environmental Laboratory Accreditation Program (Certificate #1812).
The laboratory makes special efforts to manage its work in an efficient manner by having access to a broad range of technical databases and computerized file systems. The laboratory uses IBM compatible computers equipped with TOXIS (distributed by EcoAnalysis), a powerful data management program developed specifically for toxicity testing by the EPA, and approved by the SF Bay Regional Water Quality Control Board.
In addition, the laboratory is well situated to provide clients with effective consultation in addressing complex problems associated with toxicity testing by having access to a broad range of technical expertise under the guidance of David S. Block, Ph.D., BES Laboratory Director. Dr. Block has directed a full range of aquatic studies and has also authored numerous scientific publications on aquatic toxicity and risk assessment. The laboratory is staffed with highly-trained professionals that have considerable experience in the design, performance and evaluation of aquatic toxicity testing. Staff have conducted water quality and biological sampling for bioassays throughout the Bay Area, in addition to the Gulf of Mexico, Puget Sound, and Chesapeake Bay.
